CPRS Legislative Action Center
2008 Legislative Priorities
1) Oppose
efforts that erode funding for vital community services that
impact Californian’s access to parks, open space, after school
programming, senior services, special use facilities that
promote physical activity, protect natural resources, and
strengthen safety and security
2) Support
legislation that promotes access to joint use of schools; parks
and open space; development of streets and trails that encourage
physical activity and healthy living
3) Parks &
Recreation as an Element of Local & State Infrastructure a) Pass
implementation language to fund park and recreation
projects/programs as outlined that discourage use of legislative
or budgetary earmarks as a manner of allocating funds i)
Proposition 1 C (Emergency Housing Bonds) ii) Proposition 84
(Water, coastal protection, parks bonds) iii) Proposition 1 D
(School bonds, joint use) b) Work towards fair and equitable
allocation of bond funds to all communities pursuant to either
block grant formulas (per capita) or through existing
competitive grant programs) Encourage policies, practices,
and allocation of bond funds to areas of the state with the
greatest identified need or deficiencies in park land and
programming.

CPRS LEGISLATIVE
COMMITTEE
CPRS seeks public policy conditions that are favorable for your
professional success and for the advancement of parks and
recreation services to all Californians.
Through the CPRS Legislative Committee, we
constantly work towards these goals:

Member concerns are heard by legislators in
the creation of relevant public policies that affect parks
and recreation
-
Members are informed of proposed public
policies of substantial importance to the profession
The 2007 Legislative Committee Chair is Terry
Jewell, District Administrator, Sunrise Recreation & Park
District, 7801 Auburn Blvd., Citrus Heights, CA 95610,

The Legislative Committee is responsible for
establishing annual legislative priorities, taking position(s)
on proposed legislation, testifying at legislative hearings,
communicating to members about CPRS legislative activities, and
tracking bills based upon our legislative priorities. In
addition to acting as a “committee of the whole,” the
Legislative Committee is further divided into two task teams
whose responsibilities include:

Increasing Legislator Awareness
about the mission of parks and recreation by communicating
CPRS’ position on bills deemed important by the committee
and developing opportunities for members to interact with
legislators (either at the home district or while in
Sacramento).

Increasing Member Knowledge
of the political process and the most effective methods to
communicate with legislators.
Members are encouraged to join the Legislative Committee at any

Members of the CPRS Legislative Committee are available to meet
with you, your district or section, to explain the status of
current legislation as well as review all the resources
currently available to you.
LEGISLATIVE
COMMITTEE REPRESENTATIVE’S GOALS:
For every CPRS District and Section to define and include a
statement in the by-laws that
specifically recognizes a
designated position or role on the Legislative Committee.
For every CPRS District and Section to consider earmarking money
($250 - $300) for travel and incidentals for the Legislative
Representative to go to Sacramento 1-2 times during the year.
For every CPRS District and Section to consider making an annual
pledge to the Candidate Action Committee.
